RFP for Insurance Consulting and Risk Management Services

Background
Bethel Township, located in Delaware County, Pennsylvania, is seeking proposals for Insurance Consulting and Risk Management Services. The goal of this contract is to establish a long-term relationship with an experienced consultant who can effectively manage the complexities of risk for small local government entities. The Township's Board of Supervisors will award the contract based on the proposals received.

Work Details
The selected contractor will provide comprehensive insurance consulting services, including:

- Assessing risks and designing an insurance program.
- Preparing reports prior to insurance renewals.
- Evaluating insurance carriers.
- Assisting with documentation and implementation of the insurance program.
- Monitoring insurer financial information.
- Reviewing policies for accuracy.
- Delivering binders or digital packets before policy expiration.
- Processing certificates of insurance and claims.
- Coordinating premium billing.
- Acting as a liaison between the Township and insurers.

The contractor must utilize in-house personnel for all services and assign a qualified account representative with at least five years of relevant experience.

Period of Performance
The contract will commence upon award and continue as needed, with no guaranteed term specified. Proposals are due by November 25, 2025.

Bidder Requirements
Proposers must demonstrate their capability to provide the required services by submitting documentation such as a brief history of the firm, examples of comparable engagements, references, and proof of compliance with federal and state insurance laws.
