Background
Allegheny County is seeking proposals from qualified vendors for the procurement of a modern Human Capital Management (HCM) software solution. The County’s objective is to acquire a comprehensive, scalable, and secure platform that will streamline and strengthen core human resources, payroll, and benefits functions. This initiative is part of the County’s strategic effort to enhance operational efficiency, elevate the role of HR as a strategic business partner, improve employee experience, and ensure accurate, data-driven decision-making across all departments.
Work Details
The County is interested in a comprehensive HCM solution to include the following functions:
- Recruiting / Onboarding
- Core HCM
- Benefits Administration
- Time & Attendance
- Scheduling
- Payroll (in scope for evaluation purposes)
- Employee Relations (e.g., case management)
- Talent Management (e.g., performance evaluations)
- Learning
- Health & Safety.
The selected vendor must demonstrate a commitment to continuous innovation and provide a cloud-native architecture with an open API-first integration ecosystem. The future state will include automated workflows for onboarding/offboarding processes, mobile access for employees and managers, robust reporting and analytics capabilities, and intelligent automation to streamline HR processes.
Period of Performance
Five years with options to extend.

Bidder Requirements
Vendors must document their plan or good faith efforts to meet M/W/DBE goals and Veteran-owned small business goals. They are required to submit their proposals electronically via the specified Bonfire portal. Additionally, vendors should have proven experience implementing HCM solutions for local governments of comparable size and complexity.
