RFP 9432 - Delinquent Real Estate Taxes

Background
The Allegheny County Treasurer's Office is responsible for collecting real estate taxes for all taxable parcels within the county. These collections are vital for the county's operations, providing significant revenue. The office seeks a vendor to assist in collecting delinquent real estate taxes, which are due annually. After the year-end, parcels with outstanding balances will be referred to a third-party contractor to pursue these delinquent balances on behalf of the county.

Work Details
The selected vendor will provide services including:

1) Notification & Outreach - Notify delinquent property owners through legally compliant means.

2) Collection Services - Identify properties with delinquent taxes, issue notices, provide customer service support regarding payment options, and institute repayment strategies.

3) Legal Proceedings - Initiate and manage legal actions necessary for collection, including filing liens and managing Sheriff Sales.

4) Remittance & Reporting - Promptly remit collected funds to the county and provide regular reporting on collections and performance metrics.

5) Customer Service - Offer professional support to taxpayers through various channels and maintain records of communications.

6) Compliance & Legal Support - Ensure all actions comply with applicable laws and provide necessary legal support.

Period of Performance
The contract period is from June 1, 2026, to May 31, 2030, with an option for one five-year renewal.

Place of Performance
Services will be performed within Allegheny County, Pennsylvania.

Bidder Requirements
Proposers must document their plan to meet M/W/DBE goals (13% MBE and 2% WBE) and demonstrate good faith efforts in securing participation from certified firms. Additionally, bidders must comply with insurance requirements including general liability, professional liability, and workers' compensation coverage.
