Background
The Allegheny County Jail is seeking proposals for the procurement and implementation of a wearable biometric monitoring system that monitors inmate vital signs. The goal is to enhance inmate safety from both health and security perspectives by utilizing a tamper-resistant system that provides real-time data.

Work Details
The contractor will provide a wearable system capable of monitoring vital signs, including heart rate, oxygen saturation, skin temperature, and movement. The system must include on-site installation and configuration of hardware and software, staff training, technical support, and ongoing maintenance and updates.

Specific technical requirements include:
- A battery life of at least 24 hours with a recharge time of less than 6 hours
- Real-time monitoring capabilities
- Tamper resistance
- Wireless connectivity to a secure network
- Signal transmission through concrete walls
- Sustainability considerations in manufacturing

The system must also comply with HIPAA data storage protocols, provide an 8-hour battery backup for networking devices, feature a web-based interface accessible via mobile devices, integrate with existing jail management systems, and offer role-based access control with audit trails.

Bidder Requirements
Proposers must document their good faith efforts to meet M/W/DBE goals and veteran-owned small business participation.
