RFP 6100061066-Electronic Payment Processing

Background
The Commonwealth of Pennsylvania, through the Department of General Services (DGS), is issuing this Request for Proposals (RFP) to solicit proposals from qualified Offerors for the acceptance, processing, and support services of electronic payments.
This initiative aims to enhance the efficiency of payment processing for various state agencies, boards, commissions, and departments.
The services will facilitate electronic payments for admissions, fees, filings, licenses, permits, taxes, merchandise, and other services.

Work Details
The contract will encompass the following services: acceptance and processing of electronic payments on behalf of the Commonwealth; support services related to these transactions; integration with existing payment systems; compliance with digital accessibility requirements; and provision of a detailed service level agreement.
The selected Offeror must perform at least 50% of the total contract value themselves and assume responsibility for all services offered in their proposal.

Period of Performance
The contract term will commence on the Effective Date and will last for an initial period of five (5) years with five (5) optional one (1) year renewals.

Place of Performance
The services will be performed within the Commonwealth of Pennsylvania.

Bidder Requirements
Offerors must comply with Small Diverse Business (SDB) participation goals of 5% and Veteran Business Enterprise (VBE) participation goals of 3%.
They must submit a completed SDB participation submittal along with any required documentation.
Additionally, Offerors are required to submit a signed Non-Disclosure Agreement before accessing restricted appendices.
Proposals must be submitted electronically by an authorized representative and must meet all mandatory responsiveness requirements outlined in the RFP.
