RFP 1232024 - Open-End Contracts for Professional Services

Background
The Commonwealth University of Pennsylvania, part of the Pennsylvania State System of Higher Education, is seeking to establish open-end contracts for professional services. The goal is to have multiple firms available to provide a variety of design professional services across its campuses located in Bloomsburg, Lock Haven, Clearfield, and Mansfield.

The services are aimed at supporting the construction, demolition, repair, renovation, alteration, and analysis of campus buildings and infrastructure. This RFP encourages participation from small diverse businesses and firms that have not previously worked with the University or PASSHE.

Work Details
The contract will cover a range of design professional services including: architectural, mechanical/electrical/plumbing (MEP), site civil, and structural engineering.

Specific tasks include planning, feasibility studies, design work, preparation of bid documents, participation in bidding processes, construction administration, and project closeout responsibilities. Firms must be capable of servicing all campuses and assist with energy rebate applications as required. The contracts will be indefinite-delivery and indefinite-quantity with no specific dollar value attached; however, individual work orders can go up to $495,000.

Period of Performance
The initial term of the contracts will be for 2 years with the option for 2 additional renewal terms of 2 years each, allowing for a maximum duration of 6 years.

Place of Performance
Services will be performed at Commonwealth University campuses located in Bloomsburg, Lock Haven, Clearfield, and Mansfield in Pennsylvania.
