Background
The Commonwealth of Pennsylvania is modernizing its ERP and procurement environment under the Re-Imagine PA initiative, implementing SAP S/4HANA and SAP Ariba. The Commonwealth is exploring a Public Procurement Portal to integrate with these systems and replace the existing PA eMarketplace site. This portal will serve as the official public posting site in compliance with applicable Pennsylvania statutes and policies. It may also support additional public-facing and supplier-facing functions such as supplier onboarding, replacement of the DGS Supplier Search site, and management of small business and diversity certification workflows.
Work Details
The portal must serve as the official public posting site for various procurement notices including Notices of Forthcoming Procurement, Solicitations, Contract Awards, Executed Contracts and Amendments, Sole Sources, and Emergency Procurements. It should support compliance with Pennsylvania procurement law, enhance transparency and usability, integrate with SAP S/4HANA and SAP Ariba, support structured supplier engagement and onboarding, be secure and scalable statewide, enable future configurations for procurement improvements, support APIs for external data access, allow multi-format document uploads (PDF, Word, JPEG), provide a modern searchable interface for suppliers to sign up for alerts on opportunities, save opportunities of interest, and identify themselves as potential subcontractors. The solution should also automate posting of procurement notices, maintain version control and amendment tracking, offer search/filter/export capabilities, provide notification subscription services, ensure audit logging of publication activity, and modernize or replace legacy functionalities from PA eMarketplace while preserving historical postings.
