Rebid of Restoration of Historic Facades

Background
The Tamaqua Area Community Partnership is seeking proposals for the restoration of historic facades located at 115, 117-119, 123, and 206 West Broad Street. This project aims to preserve the historical integrity of these buildings while ensuring they meet modern standards. The contract documents, including plans and specifications, are available at no cost through PennBid.

Work Details
The scope of work includes:
1. **115 West Broad Street Facade Repairs**:
- Replace shifted/loose slate at the false mansard roof.
- Scrape, prime, and paint wood cornice and decorative brackets.
- Power wash and repaint brickwork.
- Remove non-historic metal cladding.
- Stabilize roofing tiles above bay window.
- Install new James Hardie siding and Azek trim.
- Repair historic wood windows and replace non-historic windows with Andersen 100 Series composite windows.
- Replace existing storefront with new clad windows and doors.
- Repair entry walkway framing and install new flooring.
- Salvage retractable awning for fabric replacement.
- Install four recessed outdoor lights.

2. **117 West Broad Street Facade Repairs**:
- Remove existing windows and siding down to sheathing.
- Restore window openings to original sizes.
- Install new James Hardie siding and Azek trim.
- Install new GAF Timberline Asphalt shingle roofing.
- Replace existing windows with Andersen 100 Series composite windows.

3. **119-123 West Broad Street Facade Repairs**:
- Similar to 117 West Broad Street repairs with additional focus on storefronts.

4. **206 West Broad Street / American Legion Facade Repairs**:
- Remove designated windows and modify framing as required.
- Reframe porch roof and install new decorative elements.
- Replace signage with a non-illuminated changeable letter civic message board.

Period of Performance
The contract work is expected to commence upon award and is projected to be completed by February 27, 2026.

Place of Performance
The work will be performed at multiple locations along West Broad Street in Tamaqua, PA.

Bidder Requirements
Bidders must provide bid security equal to 10% of the total bid amount along with their proposals. A performance bond covering 100% of the contract value will be required from the successful bidder. All contractors must carry Workers’ Compensation Insurance as mandated by Pennsylvania law, along with Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate.
