Background
The City of Philadelphia is issuing a micro purchase solicitation for the procurement of challenge coins. This initiative aims to enhance public safety and community engagement through the distribution of these commemorative items. The contract will be awarded to the lowest responsive and responsible bidder, emphasizing the importance of competitive pricing and quality.

Work Details
The contractor is required to provide challenge coins with specific design elements as follows:

- Front perspective includes 'LIBERTY BELL CITY HALL LAUREL BRANCHES' in bold design.
- Phrases such as 'Justice, Freedom', 'Our City', 'Leadership', 'Unity, Strength', 'Excellence', 'Service', and 'Public Trust'.

The coins must be delivered FOB Destination Point, ensuring they arrive at the specified location without additional shipping costs to the City. All items must be quoted in full to be eligible for award.

Period of Performance
The contract term will commence on the effective date specified in PHLContracts and will automatically terminate 365 days thereafter, without notice or other action from the City.

Place of Performance
The delivery location for the challenge coins will be determined by the City of Philadelphia, specifically noted in the Purchase Order issued upon contract award.

Bidder Requirements
Bidders must submit a signed Consent and Authorization Agreement prior to bid closing. The total amount of any quote must not exceed $41,000. Bidders should ensure compliance with all applicable laws and regulations, including non-discrimination policies. Additionally, bidders are required to maintain appropriate insurance coverage as specified in the solicitation.
