Description

Perform on-call snow removal and application of granular deicing materials in areas designated by the station/office Commander and in compliance with the specifications provided in the attached specifications document.Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than December 5, 2024 at 11:00 a.m.All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.usOfferers must complete the cost matrix provided in its entirety and attach (upload) with bid submission. Proof of Visit form provided must be signed by the station/office Commander or authorized representative and the vendor. The completed form must be attached (uploaded) with bid submission. Worker Protection and Investment form BOP-2201 must be completed by an authorized vendor representative and attached (uploaded) with bid submission.Current proof of insurance and current PA small business certification must be attached (uploaded) with bid submission.ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. Background
The Commonwealth of Pennsylvania is issuing this Invitation for Bids (IFB) to meet the needs of the Pennsylvania State Police for snow removal services at Troop J Lancaster.
The goal of this contract is to ensure effective snow removal and application of deicing materials during winter months, enhancing safety and accessibility in designated areas.

Work Details
The contractor will perform on-call snow removal and application of granular deicing materials in areas designated by the Station/Office Commander.
The services include:
- Snow removal using trucks/plows and hand shoveling as required.
- Application of granular deicing material, charged by tons or bags, specifically excluding liquid applications.
- The vendor must provide equipment adequately sized for efficient service.
- The contractor must visit the site to assess conditions affecting bid pricing, including the type of deicing material specified by the Station Commander.
- Salt deicing material is prohibited on concrete surfaces.
- Indicator flags must be provided to mark parking curbs to prevent damage during plowing.
- The contractor will maintain a logbook recording hours worked and tonnage of materials applied, with proof required upon demand.
- Damage to surfaces such as parking lots, sidewalks, curbing, bumper blocks, and lawns must be repaired by the contractor.

Period of Performance
The contract is estimated to be effective from January 1, 2025, to June 30, 2025, with four optional one-year renewals available.

Place of Performance
Services will be performed at Pennsylvania State Police Troop J located at 2099 Lincoln Highway East, Lancaster, PA 17602.
