Background
The Pennsylvania State Police (PSP) is issuing this Invitation for Bids (IFB) to procure infectious waste pickup and disposal services for the Bureau of Forensic Services (BFS). The goal of this contract is to ensure safe and compliant management of infectious waste generated by the PSP Crime Laboratories and the PSP Academy, in alignment with environmental regulations.
Work Details
The contractor shall provide all labor, equipment, materials, and supplies necessary for the packaging, receipt, removal, transportation, handling, storage, and disposal of infectious waste material. Services are to be provided on an as-needed basis to nine Pennsylvania State Police Crime Laboratories and the PSP Academy. The contractor must furnish a rate per packed container that includes restocking materials (boxes, bags) and all associated costs (administrative, labor, transportation, disposal).
The specific containers include:
- Universal biohazard symbol UN 3291 rigid corrugated fiberboard boxes measuring approximately 18 x 18 x 24 inches with a maximum weight of approximately 45 lbs. Each box must include red disposable bags that are leak-proof and meet ASTM standards D1709 and D1922.
It is estimated that each of the eight crime laboratories will require one monthly pickup between 08:00 am and 04:00 pm from Monday to Friday. The PSP Academy will require pickups on an as-needed basis. The contractor must be licensed by the Pennsylvania Department of Environmental Protection to transport and dispose of infectious waste. Additionally, a fully executed copy of the Infectious and Chemotherapeutic Waste Manifest must be provided for each shipment made on behalf of the PSP.
Period of Performance
The contract will be effective upon issuance of a valid purchase order for a period of five years.

Bidder Requirements
Bidders must hold a valid Pennsylvania Department of Environmental Protection Regulated Medical and Chemotherapeutic Transporter License. Additionally, bidders are required to submit a current certificate of insurance listing PSP as certificate holder with supplemental language as additional insured. All questions regarding this IFB must be submitted in writing to RA-SPPSPBIDS@PA.GOV.
