Project No. 2026-200 Agreement to Pre-Purchase Photovoltaic Modules

Background
Capital Region Water (CRW) is issuing a solicitation for Project No. 2026-200, which involves the pre-purchase of photovoltaic modules. The goal is to establish a binding agreement with a qualified contractor by June 30, 2026, for the ordering and storage of these modules until they are needed for installation. This initiative aligns with CRW's mission to enhance sustainable energy practices.

Work Details
The contractor will provide photovoltaic (PV) modules that meet specified nominal DC capacities as outlined in project drawings. The modules must work together as a fully functional system without requiring adjustments or modifications. The PV system will operate in parallel with the utility service provider and must comply with their standards.

The contractor is responsible for storing the PV modules safely and providing insurance until they are delivered to the CRW Water Services Center (WSC) for installation. Additionally, all equipment must meet domestic content requirements under the Internal Revenue Code (IRC) to qualify for tax credits, ensuring at least 50% domestic content on a cost basis. The contractor must submit documentation proving compliance with these requirements.

The PV modules should be sourced from approved manufacturers such as Heliene or Q.CELLS and must meet specific performance and safety standards including UL 1703 and IEC certifications.

Period of Performance
The contract will be performed from the date of award until June 30, 2026, when the legal ownership of the modules must transfer to CRW.

Place of Performance
The delivery of photovoltaic modules will occur at the CRW Water Services Center (WSC).

Bidder Requirements
Bidders must comply with performance bond and payment bond requirements as specified in the contract documents. They should also demonstrate qualifications through a completed Bidder’s Questionnaire and provide evidence of their ability to do business in Pennsylvania. Bidders are encouraged to ensure compliance with minority, women, and disadvantaged business participation policies.
