Background
The Lehigh Valley Planning Commission (LVPC) is issuing this Request for Proposals (RFP) on behalf of the Plan Slate Belt Implementation Committee, which consists of seven municipalities.
The goal is to modernize zoning ordinances and official maps in alignment with the recently completed Slate Belt Multi-Municipal Comprehensive Plan. This initiative aims to promote responsible development while preserving the region's environmental and historical resources.
Work Details
The selected consulting firm will be responsible for the following tasks:
1. **Zoning Audit**: Review existing zoning ordinances and maps, perform field reconnaissance, and facilitate work sessions with municipalities to prioritize recommendations.
2. **Zoning Ordinance Amendments**: Conduct monthly meetings to discuss land use classifications, update core land uses, prepare definitions and criteria for land uses, and deliver draft zoning ordinances and maps.
3. **Zoning Maps and Official Maps**: Update existing zoning maps and create new official maps for each municipality.
4. **Municipal Coordination**: Conduct Planning Commission meetings for review and public hearings for adoption of the proposed changes.
5. **Deliverables**: Provide digital copies (Word/PDF) and five printed copies per municipality, GIS shapefiles of zoning maps, an implementation guide, and documentation of discussions regarding land use sharing.
Period of Performance
The anticipated beginning of the contract is December 4, 2025, with project completion expected within 12 months after this date.
Place of Performance
The contract will be performed across the seven participating municipalities in the Slate Belt region: Bangor Borough, East Bangor Borough, Pen Argyl Borough, Portland Borough, Roseto Borough, Washington Township, and Wind Gap Borough.
Bidder Requirements
Proposers must demonstrate experience with zoning and multi-municipal planning. They are encouraged to involve Disadvantaged Business Enterprises (DBE) in their proposals as there is a goal of 5% DBE participation.
