PBX Telephone Systems, Equipment & Related Service

Background
The Commonwealth of Pennsylvania, through the Department of General Services, is issuing this Invitation for Bids (IFB) to fulfill its requirements for Private Branch Exchange (PBX), On-Prem Voice, and Related Services. The goal is to support the communication needs of various state agencies by providing reliable and efficient telephone systems and services.

Work Details
The contract encompasses the provision of PBX systems, VoIP technology, and related services. Specific requirements include:
- Installation, maintenance, and support of PBX systems.
- Provision of all necessary hardware and software to ensure operational functionality.
- Compliance with federal, state, and local regulations during installation.
- Training for technical staff on system administration and usage.
- A minimum of 2 years of technical support experience required for technicians.
- Background checks for technicians accessing Commonwealth facilities.
- Monthly reporting on sales, service level agreements, and program management operations as outlined in the solicitation.
- Adherence to service level agreements (SLAs) detailed in Appendix D.

Period of Performance
The initial term of the contract is 2 years with an option for 3 additional 1-year renewals.

Place of Performance
Services will be performed at various locations throughout the Commonwealth of Pennsylvania as designated by the issuing agency.

Bidder Requirements
Bidders must demonstrate participation goals for Small Diverse Businesses (SDB) at 18% and Veteran Business Enterprises (VBE) at 3%. Bidders must provide documentation including a PBX Cost Matrix, dedicated contacts list, and certifications such as Iran Free Procurement Certification Form. All bids must be submitted electronically via the PA Supplier Portal.
