PAPMC Property Management Services

Background
The Philadelphia Asset & Property Management Corporation (PAPMC), an affiliate of the Philadelphia Housing Authority (PHA), is issuing this Request for Proposals (RFP) to solicit proposals from qualified property management firms.

These firms will provide comprehensive multifamily Property Management Company (PMC) services at Project Based Voucher (PBV) developments owned and operated by PAPMC in various locations throughout the City of Philadelphia. The housing developments include former public housing converted to Section 8 PBV through the Rental Assistance Demonstration (RAD) and other affordable developments. Selected Contractors must have demonstrated experience in managing properties comparable to those in PAPMC's portfolio.

Work Details
The selected Contractor(s) will provide comprehensive property management services, which include:
- Ensuring all PBV housing units provide decent, safe, and sanitary housing as defined by HUD regulations.
- Maintaining and improving the overall quality of PBV housing units.
- Providing high-quality customer service to residents.
- Ensuring compliance with applicable statutes and regulations.
- Managing multiple portfolios of PBV units, which may include low-rise and high-rise multifamily properties catering to various resident populations such as families and seniors.
- Implementing a proactive maintenance response system, including routine service orders completed within 20 business days, emergency service orders addressed within 24 hours, and urgent service orders within 5 business days.
- Conducting inspections, including move-in/move-out inspections and ensuring compliance with safety guidelines.
- Preparing annual budgets for each property in the portfolio under management and submitting monthly financial reports.

Period of Performance
The contract will have an initial term of two years with options for three additional one-year extensions based on performance.

Place of Performance
The contract will be performed at various Project Based Voucher developments located throughout the City of Philadelphia.

Bidder Requirements
Contractors must demonstrate experience managing assisted housing comparable to PHA's portfolio. They should possess a stable management team with sound financial records and submit a plan for incorporating MBE/WBE and Section 3 contracting strategies into operations.
