PA Assessment Testing

Background
The Pennsylvania Department of Education (PDE) is issuing this Request for Proposals (RFP) on behalf of the Commonwealth of Pennsylvania to obtain a qualified supplier/contractor. The goal of this contract is to develop, provide, distribute, collect, analyze, and report results of assessments that support instruction and accountability for various educational standards in the state.

Work Details
The contractor will be responsible for the following services:

1) Development and administration of PSSA tests for Grades 3-8 in English Language Arts and Mathematics;

2) Administration of PSSA tests for Grades 5 and 8 in Science;

3) Administration of End of Course Keystone Exams for Algebra I, Biology, and Literature;

4) Provision of the Classroom Diagnostic Tool (CDT);

5) Implementation of the Firefly benchmark assessment.

The contract will be a Firm, Fixed Price agreement.

Period of Performance
The contract term will commence on the Effective Date and will end on June 30, 2031, with three optional one-year renewals.

Place of Performance
The services will be performed within the Commonwealth of Pennsylvania.

Bidder Requirements
Bidders must comply with Small Diverse Business (SDB) participation goals set at 17% and Veteran Business Enterprise (VBE) participation goals set at 3%. Proposers must either meet these goals or request a Good Faith Efforts waiver. Additionally, bidders must be registered in the Commonwealth's Vendor Master file prior to contract execution.
