Description

The Monroe County Transportation Authority ( MCTA ) is seeking a qualified managed service provider who can meet the organization's needs for support in the area of Information Technology (IT) infrastructure, software systems and services. This Request for Proposals (RFP) provides interested parties sufficient information to prepare and submit proposals for consideration. MCTA strongly encourages interested firms to partner and assemble a team that has exceptional qualifications in the following areas: Network and server support Desktop support IT security including firewalls, network monitoring and data encryption IT disaster recovery including data backup Cloud based technologies Project management Document preparation and maintenance Throughout this RFP the term Contractor is used to designate the bidder and the term Subcontractor or Subcontractors is used to designate a partner or partners the bidder is proposing to use on the project.
Background
The Monroe County Transportation Authority (MCTA) is a county municipal authority established under the Municipal Authorities Act of 1947, aimed at providing public transportation services in Monroe County.

MCTA operates both a fixed route division and a shared ride division to meet local transportation needs. The authority seeks a qualified managed service provider to support its Information Technology (IT) infrastructure, software systems, and services through this Request for Proposals (RFP). The goal is to enhance IT capabilities and ensure efficient operations.

Work Details
The contractor will provide comprehensive IT support, cybersecurity, infrastructure monitoring, and consulting services divided into three categories:

1. **Category I - Ongoing Maintenance & Support**:
- Helpdesk & End-User Support: Remote and onsite support with a minimum of 4 hours onsite weekly during business hours (Monday to Friday, 7:30 AM–5:30 PM).
- Monitoring & AIOps: 24/7 monitoring of servers, cloud services, endpoints, backups, and transit technologies using AI-enhanced monitoring for anomaly detection.
- Patch Management & Endpoint Protection: Monthly OS and software patch cycles along with anti-virus/malware management.
- Annual Penetration Testing & Vulnerability Management: Conducting internal and external penetration tests annually following NIST guidelines.
- Security Operations & Compliance Monitoring: Managing firewalls, VPNs, and compliance with various cybersecurity standards.
- Documentation & Knowledge Management: Maintaining an inventory of hardware/software and updating documentation in SharePoint.
- Ticketing & Reporting: Implementing an SLA-backed ticketing system with monthly service reports.

2. **Category II - One-Time Initial Assessment**:
- Comprehensive assessment of MCTA’s IT environment against FTA/TSA cybersecurity guidance with findings delivered within 8 weeks.
- SharePoint documentation audit for logical structure and access control planning.

3. **Category III - Special Projects & Strategic Services**:
- Documentation modernization through SharePoint implementation.
- Procurement planning support including hardware/software refresh schedules.
- Technology implementation for scoped projects such as cloud migration or security upgrades.

Period of Performance
The contract will be for three years with the option for two additional one-year extensions.

Place of Performance
Services will be performed at MCTA's office located at 134 MCTA Dr., Swiftwater, PA 18370.

Bidder Requirements
Contractors are encouraged to include certified Disadvantaged Business Enterprise (DBE) firms in their proposals; however, no percentage goal is set for participation. The contractor must comply with all applicable federal regulations including FTA Circular 4220.1F and must not be debarred or suspended from federal contracts.
