NEXT GEN Learning Management Solution (LMS)

Background
The Department of Drug and Alcohol Programs (DDAP) of the Commonwealth of Pennsylvania is seeking an integrated web-based Learning Management Solution (LMS) to manage its comprehensive training program aimed at professionals in the fields of gambling and substance use disorder, as well as the general public.
The goal is to enhance the delivery and management of training for over 14,000 learners, approximately 50 trainers, and various administrative staff involved in the program.

Work Details
The LMS must provide a sophisticated system that integrates academic, fiscal, and administrative components.
It should support a diverse range of end users including learners, trainers, Single County Authorities, facility administrators, and DDAP staff.
The system will need to manage approximately 100 training courses currently available.
The contract type will be a firm fixed-price agreement.

Period of Performance
The contract will commence upon the Effective Date and will last for five years, with an option for renewal for an additional five years in single or multiple year increments.

Place of Performance
The services will be performed within the Commonwealth of Pennsylvania.

Bidder Requirements
Proposers must meet specific participation goals:
- Small Diverse Business (SDB) participation goal is set at 15% (excluding maintenance and support).
- Veteran Business Enterprise (VBE) participation goal is set at 3% (also excluding maintenance and support).
Proposers must either meet these goals or request a Good Faith Efforts waiver.
Additionally, Offerors must perform at least 50% of the total contract value themselves.
