Description

Background
The Department of Human Services (DHS) Office of Income Maintenance’s Bureau of Child Support Enforcement is seeking an Applicant to administer and expand the New Employment Opportunities for Non-Custodial Parents (“NEON”) Program. The program is currently offered in Philadelphia, Allegheny, Delaware, Lancaster, Montgomery, Chester, and Dauphin counties. The Applicant must continue to offer services to underemployed noncustodial parents in the existing counties and is encouraged to expand the NEON program to more Pennsylvania counties.

Work Details
The selected Applicant will provide employment counseling, job readiness training, financial education, and prepare noncustodial parents to enter the workforce. NEON services may be provided face-to-face, remotely, or a combination of the two methods. The program’s purpose is to provide noncustodial parents with job-specific, skill-based training and placement in long-term employment at a wage above the state minimum wage level.

Period of Performance
The resulting agreement will be for a term of three years with two additional one-year renewal options.

Place of Performance
The NEON program is currently offered in Philadelphia, Allegheny, Delaware, Lancaster, Montgomery, Chester, and Dauphin counties.
