Morton/Rutledge Borough 2026 Street Resurfacing

Background
The 2026 Street Resurfacing Project is being issued by the Boroughs of Morton and Rutledge, located in Delaware County, Pennsylvania. The project aims to enhance the road infrastructure within these boroughs through milling, base repair, and bituminous overlay of various streets. The goal is to improve road safety and accessibility for residents and visitors.

Work Details
The contractor will be responsible for the following major items:
- 4,100 square yards (SY) of milling.
- 440 tons (TN) of bituminous overlay.
- 25 SY of pothole repair consisting of a wearing course.

Specific tasks include:
- Milling: 1-1/2" - 3" variable depth.
- Base Repair: Bituminous overlay with a 1-1/2" Superpave 9.5 mm wearing course (PG64-22).
- Pothole Repair: 5" Superpave 25 mm base course and a 1-1/2" Superpave 9.5 mm wearing course (PG644-22).

Additionally, alternate bids include paving and curbing on Unity Terrace from Sylvan to Rutledge with specified quantities for milling, base repair, and wearing course.

Period of Performance
The work is to be completed within 30 consecutive calendar days from the date specified in the notice to proceed. Liquidated damages will apply at a rate of $850 per calendar day if the work exceeds this timeframe.

Place of Performance
The contract work will be performed in the Boroughs of Morton and Rutledge, Delaware County, Pennsylvania.

Bidder Requirements
Bidders must submit a bid bond equal to ten percent (10%) of the total bid amount. They are also required to comply with Pennsylvania Prevailing Wage Rates and provide performance and payment bonds for 100% of the contract price along with a one-year maintenance bond for 10% of the contract price. Bidders must adhere to Public Works Employment Verification requirements through E-Verify.
