Learning Management System

Background
The City of Philadelphia's Procurement Department is seeking to implement a Learning Management System (LMS) to enhance its training and educational capabilities. The goal of this contract is to provide a scalable, secure, and efficient LMS solution that meets the needs of both internal and external users while ensuring ease of integration with existing systems.

Work Details
The LMS solution will include the following components:

1. Subscription Structure:
- Tier-based internal user licensing (active and inactive classifications).
- Scalable external user licensing model with annual reset functionality.
- Volume-based scalability capable of supporting large inactive user populations.
- Guaranteed minimum external user capacity structure.
- Annual recurring subscription model.
- Secure hosted environment with managed SSL certificate.

2. Usage Model:
- External user license activation triggered by course completion or login activity.
- 12-month rolling access period per external user license.
- Automated tracking and reconciliation of external usage.
- Monthly usage billing capability (where applicable under agreement).

3. One-Time Implementation Components:
- Historical data migration services from a prior LMS platform.
- RESTful API access for integration with external systems.
- Single Sign-On (SAML 2.0 compatible) configuration.
- Standard implementation services with defined project management structure.

4. Enterprise Integration Capabilities:
- RESTful API connectivity, scheduled data imports and exports (.CSV flat file format), SAML 2.0 Single Sign-On integration, HRIS and CRM connector capability (if purchased), sandbox and production portal environments, FTP/SFTP-based data synchronization options.

5. Implementation Framework:
Estimated implementation period is approximately 9 weeks, including dedicated production portal, optional sandbox/test environment, project management oversight, configuration review sessions, administrator training (virtual), user acceptance testing support, and post-launch monitoring period.

6. Support Model:
Includes dedicated Implementation Project Manager, account management contact for licensing matters, integration support specialists, 24/7 technical support team, billing support team, change request management process, and defined inactivity procedures and policies.

7. Client Responsibilities:
Portal administration and configuration, timely response during implementation, content provisioning in supported formats, technical resources for integrations and SSO configuration, participation in testing and validation phases.

8. Change Management Structure:
Formal change request documentation process with written approval requirements for scope changes and defined pricing adjustments for expanded scope.

9. Data Migration and Connector Options:
Optional services include historical LMS data migration, Salesforce connector, HRIS connectors, RESTful API integration, scheduled data import/export configuration, fully tailored portal branding design.

Period of Performance
The estimated implementation period for the LMS is approximately 9 weeks from the start date.

Place of Performance
The contract will be performed within the City of Philadelphia.

Bidder Requirements
Vendors must submit literature on products offered at the City's request; there are no specific set-aside certifications mentioned in the solicitation.
