Description

Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on July 15, 2025 for BID LAUNDRY CHEMICAL CLEANING SUPPLIES FOR WESTMORELAND MANOR. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners' Meeting Room #101. The County Commissioners reserve the right to reject any or all bids. An original and two copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder's name and address and the designation: BID LAUNDRY CHEMICAL CLEANING SUPPLIES FOR WESTMORELAND MANOR Late Proposals will not be accepted or considered. You must follow all instructions on the attached set of bid specifications. Failure to do so may result in your bid being disqualified.
Background
Westmoreland Manor, operated by Westmoreland County, is seeking competitive bids for laundry chemical cleaning supplies and associated equipment. The goal of this contract is to ensure the provision of necessary laundry chemicals and services to maintain operations at Westmoreland Manor, which serves as a long-term care facility.

Work Details
The contractor will provide the following products and services:

1. **Liquid Heavy Duty Alkaline Builder** (500 gallons)
- Approved Brand: Spartan Clothesline Fresh Liquid Alkali #7016. No substitute.
- Must contain liquid sodium hydroxide (NaOH) and liquid caustic potash (KOH).

2. **Liquid Built Laundry Detergent** (500 gallons)
- Approved Brand: Spartan Clothesline Fresh BLD #7002. No substitute.
- Must be effective in hot, warm, and cold water; free of phosphates, silicates, NTA, and EDTA.

3. **Concentrated Liquid Chlorine Bleach** (625 gallons)
- Approved Brand: Spartan Clothesline Fresh Chlorine Bleach #7004. No substitute.
- Must contain an available chlorine content of 10% by weight.

4. **Liquid Rust Removing Sour** (300 gallons)
- Approved Brand: Spartan Clothesline Fresh Xtreme Laundry Sour #7017. No substitute.

5. **Liquid Fabric Softener** (300 gallons)
- Approved Brand: Spartan Clothesline Fresh Fabric Softener #7006. No substitute.

Additionally, the contractor must supply, install, and maintain laundry dispensing equipment at no charge for the duration of the contract period. This includes six sets of laundry pumps and related equipment that must be wall-mounted and operational.

Period of Performance
The contract will commence on October 1, 2025, and will run for a period of three years until September 30, 2028, with an option to extend for one additional year upon mutual agreement.

Place of Performance
All services and deliveries will take place at Westmoreland Manor located in Greensburg, Pennsylvania.

Bidder Requirements
Bidders must provide proof of adequate insurance coverage per industry standards upon returning the signed contract. They are also required to submit at least three references from long-term care or healthcare-related facilities where similar products are currently in use. Additionally, bidders must complete an IRS W-9 form and provide a bid bond amounting to 10% of the total bid.
