LANTA RFP Advertising Sales and Install

Background
The Lehigh and Northampton Transportation Authority (LANTA) administers public fixed route and paratransit services within Lehigh, Northampton, and Carbon Counties, Pennsylvania. LANTA operates 102 buses and 109 paratransit vans, and owns an inventory of 110 bus stop shelters. The agency is seeking proposals from qualified vendors to provide advertising sales and installation services on transit vehicles and bus stop amenities. This contract is for five years with three one-year options.

Work Details
The Contractor will be responsible for providing all materials, tools, equipment, labor, and services necessary to perform the work. Key tasks include:
- Complete advertising servicing and sales functions.
- Develop marketing strategies to promote transit advertising.
- Ensure all advertising adheres to LANTA’s approved Advertising Policy.
- Maintain displayed advertising in a neat appearance and remove unsightly ads promptly.
- Provide monthly reports including lists of advertisers, rates charged, revenue data broken down by category (bus, paratransit van, etc.), and maintain cleanliness of bus stop waiting shelters.
- The Contractor will have exclusive rights to place LANTA-approved exterior bus advertising on fixed route and paratransit buses. Advertising must not cover more than 50% of window space on buses unless waived by LANTA.

Period of Performance
The contract will be performed over a period of five years with three additional one-year options.

Place of Performance
Services will be performed within Lehigh, Northampton, and Carbon Counties in Pennsylvania at various locations including transit centers in Allentown, Bethlehem, and Easton.

Bidder Requirements
Proposers must demonstrate experience in similar work with public transportation systems. Participation of certified Disadvantaged Business Enterprises (DBE) is encouraged but no specific percentage goal is set for this contract. Proposals must include required forms such as FTA Attachments A-I.
