Kinship Navigator Program

Background
The Department of Human Services (DHS) of the Commonwealth of Pennsylvania is seeking an Applicant to assist the Office of Children, Youth and Families (OCYF) in managing the Kinship Navigator Program. This program aims to support relative and kinship caregivers who are raising children, whether they are formally involved with the child welfare system or not.

The initiative is part of a broader effort to meet federal requirements and state laws concerning kinship care, particularly in light of increasing numbers of children being raised by relatives. The program is designed to help these caregivers access necessary services and supports, thereby promoting stable home environments for children.

Work Details
The selected Applicant will be responsible for promoting the Kinship Navigator Program, which includes:
1. Establishing a Kinship Navigator Advisory Committee (KNAC).
2. Operating a Kinship Support Center that includes:
- Kinship Navigators
- A toll-free helpline for information and referrals
- A dedicated Kinship Navigator Website
- Direct client supports such as gift cards, backpacks, books, and diapers.
3. Conducting outreach campaigns to raise awareness about available resources.
4. Organizing activities for National Kinship Care Month.
5. Coordinating with OCYF to implement recommendations from the Family First Prevention Services Act.

Period of Performance
The term of the agreement will commence on the Effective Date and will last for one year, with potential renewals for up to four additional one-year periods based on performance.

Place of Performance
The services will be performed throughout the Commonwealth of Pennsylvania.

Bidder Requirements
Applicants must demonstrate their ability to perform at least 50% of the total agreement cost themselves and must comply with all applicable federal, state, and local laws and regulations related to kinship care.
