Background
The City of Philadelphia, through its Office of Public Safety, is seeking a qualified provider to manage the Kensington Wellness Support Center (KWSC) and operate a dedicated mobile fleet.
This initiative aims to deliver trauma-informed outreach and immediate clinical support to individuals facing substance use disorders and homelessness in the Kensington neighborhood.

Work Details
The selected provider will be responsible for:
- Managing the 24/7 KWSC;
- Deploying a mobile fleet for outreach;
- Performing real-time assessments;
- Facilitating same-day treatment placements;
- Serving as the primary partner for Police-Assisted Diversion (PAD);
- Triaging social referrals;
- Providing comprehensive case management;
- Ensuring availability of basic needs (food, water, hygiene products);
- Maintaining a safe environment with trauma-informed security personnel;
- Coordinating transportation logistics for individuals accepting help.
The provider must also offer immediate ASAM level care assessments and medical interventions on-site.
Period of Performance
The contract is expected to commence on or about July 22, 2026, and will last for one year, with the option to extend for up to four additional one-year terms.
Place of Performance
The services will be performed in the Kensington neighborhood of Philadelphia, including operations at the KWSC and outreach across East Division, Center City, and Northeast Philadelphia.
