Background
Jackson Township, located in Lebanon County, is seeking proposals for the 2026 Road Maintenance project. The goal of this contract is to maintain and improve local roadways through the application of bituminous seal coats. This work is essential for ensuring safe and reliable transportation infrastructure within the township.

Work Details
The project includes the following services:

1. Application of double bituminous seal coats (oil & chip) along Lengle Road and a section of Elm Street. This involves two coats of asphalt seal coat; the first coat will use 1/2" clean stone and the second coat will use 1/4" clean stone.

2. Application of a single bituminous seal coat along Flanagan Road, using one coat of asphalt seal coat with 1/4" clean stone.

All work must conform to current Pennsylvania Department of Transportation specifications (Publication 408/2020). Additionally, all bidders must be PennDOT pre-qualified and submit their ECMS PennDOT Approval Pre-Qualification Summary Page with their bid.

Period of Performance
The work is scheduled to begin after June 5, 2026, and must be completed by August 9, 2026. Liquidated damages will apply at a rate of $400 per calendar day for any delays beyond this completion date.

Place of Performance
The work will be performed in Jackson Township, Lebanon County, specifically along Elm Street (T405), Flanagan Road (T618), and Lengle Road (T406).

Bidder Requirements
Bidders must be pre-qualified by PennDOT to submit a bid. Each proposal must include a certified check or bid bond for ten percent (10%) of the total bid amount as a guarantee. Bidders are also required to submit various affidavits including an Anti-Collusion Affidavit and an Affidavit regarding compliance with the Workmen’s Compensation Act.
