Background
The Philadelphia Department of Human Services (DHS) is seeking qualified vendors to provide Information Technology Staff Augmentation Consulting Services. The mission of DHS is to ensure safety and permanency for children and youth at risk of abuse, neglect, and delinquency. The goal is to strengthen families while empowering them to make choices that lead to stability and well-being.
The services sought will support the Performance Management & Technology (PMT) division, which enhances the child welfare system's use of data for informed decision-making and program effectiveness.
Work Details
The contract will involve providing qualified personnel in various IT functional categories, including but not limited to: Strategy and Architecture, IT Governance, Process Design, Infrastructure Support, Network Security, Help Desk & User Customer Service, Software Development and Support, Data Warehousing and Reporting, IT Communications and Training.
Specific tasks include developing integrated information systems, conducting research for program evaluation, enhancing IT infrastructure, and ensuring compliance with industry standards. No hardware or installation services will be procured under this contract.
Period of Performance
The anticipated period of performance begins on November 1, 2025.
Place of Performance
Services will be performed in Philadelphia, PA.
Bidder Requirements
Applicants must not be government agencies. They are required to comply with Chapter 17-1400 of the Philadelphia Code regarding campaign contributions. Preference will be given to those with prior experience sourcing IT staff for City government.
Applicants must also attend a mandatory Pre-Proposal Meeting on September 16, 2025.
