Background
The Pennsylvania Office of the Budget - Agency Administrative Services (AAS) is requesting proposals from investment consulting firms on behalf of The Pennsylvania Municipal Retirement System (PMRS). PMRS, established in 1974, manages approximately $3.52 billion in assets as of December 31, 2024. The goal of this contract is to provide comprehensive investment consulting services across all asset classes, including periodic asset liability studies and performance measurement services to support its Board of Trustees and staff.
Work Details
The selected investment consulting firm will provide a range of services including:
1. Investment Manager Search, Selection, and Review: Conduct searches for investment managers, prepare RFPs, evaluate responses, and assist in manager interviews.
2. Investment Performance Monitoring: Provide ongoing monitoring and oversight reports for all investment managers, including performance analysis relative to benchmarks and objectives.
3. Risk Management: Review individual portfolio risk guidelines annually and provide recommendations to enhance risk management capabilities.
4. Asset Class Structures and Liability Modeling: Advise on portfolio asset allocation and conduct annual reviews of the investment program.
5. Board Support: Attend Board meetings, report on investment matters, and provide training as needed.
6. Other Duties: Assist with communications with investment managers and coordinate annual investment meetings.
Period of Performance
The contract will commence upon award and will continue for a period specified in the final agreement, typically covering multiple years with options for renewal.
Place of Performance
Services will be performed primarily at PMRS's headquarters in Harrisburg, Pennsylvania, with potential travel required for meetings or site visits as necessary.
Bidder Requirements
Offerors must be Registered Investment Advisors with the SEC under the Investment Advisors Act of 1940 and have at least five years of experience providing investment consulting services to public pension plans with over $1 billion in assets. Additionally, the primary consultant assigned must have at least five years of relevant experience across recognized asset classes.
