Background
The City of Philadelphia's Office of Innovation and Technology is seeking to renew its license for Interskill Learning's Mainframe Workforce Training, an eLearning Software as a Service (SaaS) subscription. This curriculum is recognized as the only comprehensive IBM Z mainframe eLearning program globally and is essential for the training of the City’s mainframe computing personnel. The renewal aims to provide continuous access to a broad spectrum of mainframe training that is not available through other training methods, thereby enhancing workforce capabilities and reducing costs associated with travel and course fees.

Work Details
Under this contract, Interskill Learning will provide the City of Philadelphia with access to over 400 mainframe courses, hands-on labs, assessments, learning plans, and a class/webinar development tool. The services include:

- Year-round access to comprehensive online IBM Z mainframe training.
- A central Learning Management System that allows customization of course curricula for specific user groups.
- Detailed analytics and reporting tools for monitoring workforce progress.
- Opportunities for personnel to earn over 100 IBM Digital Badges and Professional Mainframe Certificates through course completion.

Period of Performance
The contract period will run from December 10, 2025, to December 9, 2026.

Place of Performance
The services will be performed remotely via the eLearning platform provided by Interskill Learning.

Bidder Requirements
Vendors must submit a signed Consent and Authorization Agreement prior to bid closing to be considered responsive. The total amount of the quote must not exceed $38,000, which may be adjusted annually based on CPI-U increases.
