Insurance Risk Management Services

Background
Luzerne County is seeking proposals from qualified insurance risk management providers to manage the County's Insurance Risk Management Program. The goal of this contract is to ensure effective management and oversight of the County's insurance policies and related services.

The contract period is set from January 1, 2026, through December 31, 2027, with an option for a one-year renewal.

Work Details
The selected provider will be responsible for the following services:
1) Review all current insurance policies including coverage forms, limits, deductibles, premiums, and carriers;
2) Evaluate adequacy of coverage and make recommendations;
3) Coordinate coverage between County entities;
4) Assist the County’s insurance broker in executing the 'Request for Proposals' process which includes developing detailed RFPs at least 90 days prior to expiration, preparing a list of potential insurance carriers for quotations, and providing written recommendations based on received proposals;
5) After policy awards, obtain necessary documents such as insurance binders and certificates of insurance; audit policies to ensure compliance with RFPs; submit final reports and policies to the County;
6) Review loss experience on all lines of coverage and recommend risk control techniques;
7) Monitor claims activity and attend safety meetings as needed;
8) Review County contracts for adverse risk transfer and meet quarterly with the County to discuss outstanding issues.

Period of Performance
The contract will commence on January 1, 2026, and conclude on December 31, 2027. An optional one-year extension may be executed by the County.

Place of Performance
Services will be performed at various locations within Luzerne County, Pennsylvania.

Bidder Requirements
Bidders must provide proof of Errors and Omissions insurance with limits not less than $5 million. They should demonstrate qualifications including agency size, experience in risk management services, references from organizations served, and pricing information.

Luzerne County will not reimburse any costs incurred in preparing proposals.
