Work Details
The selected HCM solution must include the following modules and capabilities:
- Core HR management
- Payroll processing for U.S. multi-state requirements
- Time & Attendance tools for scheduling and leave management
- Benefits Administration including open enrollment and life event processing
- Talent Acquisition with end-to-end recruiting capabilities
- Onboarding & Offboarding compliance with I-9 and E-Verify
- Performance Management for goal setting and reviews
- Compensation planning including merit and bonus management
- Learning Management System (LMS) capabilities or integration with existing platforms
- Talent/Succession & Workforce Planning tools
- Employee & Manager Self-Service mobile tools
- HR Case & Knowledge Management functionality
- Reporting with dashboards and advanced analytics capabilities
- Compliance support for regulatory requirements including EEO-4 and ACA reporting
- Identity/Access management with SSO capabilities
- Integrations with existing ERP systems and other third-party services
- Data Migration of historical records and balances
- Change Management & Training programs for stakeholders
- Post-go-live Hypercare & Support.
Period of Performance
The target go-live date for the new HCM platform is Q1 2027. The budget allocated for this initiative is up to $4.46 million over Fiscal Years 2026 and 2027.

The contract will be performed within Montgomery County, Pennsylvania.

Vendors must demonstrate experience implementing HCM solutions in similar public sector organizations. They should provide references from at least three similar clients and show financial stability to support the project scale.
