Hosting and Support for Existing Pittsburgh Water Website (pgh2o.com)

Background
Pittsburgh Water serves 83,000 drinking water connections and 113,000 sewage service connections. The agency also provides bulk water sales to municipalities and is interconnected with several regional water systems.

The current website, pgh2o.com, was redesigned in 2019 on the Drupal platform. Pittsburgh Water is seeking a new vendor to take over hosting, support, maintenance, and ongoing development of the website as it is crucial for customer engagement and information dissemination.

Work Details
The selected vendor will be responsible for:
1. Providing secure, efficient, and timely support and maintenance services for the existing website.
2. Off-site hosting of the website.
3. Ongoing development services including enhancing existing functionality, addressing bugs or design flaws, and potentially collaborating on a future redesign.
4. Ensuring employee user access for direct content editing without vendor assistance.
5. Integrating third-party solutions as needed (e.g., Jotform for form submissions).
6. Maintaining responsive functionality across all major operating systems and devices.
7. Supporting custom URLs and full access to metadata for content management.
8. Ensuring compliance with government regulations including Section 508 and ADA.

Period of Performance
The contract will commence upon the issuance of a Notice to Proceed and will last for three years, with potential extensions of up to two additional one-year terms if mutually agreed upon.

Place of Performance
The services will be performed primarily at Pittsburgh Water's headquarters located at 1200 Penn Ave., Pittsburgh, PA.

Bidder Requirements
Bidders must demonstrate good faith efforts to include participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Small Business Enterprises (SBE), Veteran Business Enterprises (VBE), Disability-Owned Business Enterprises (DOBE), and LGBT Business Enterprises (LGBTBE) in their proposals.
