Background
The Home Electrification and Appliance Rebate (HEAR) Program is a residential rebate program created by the Inflation Reduction Act (IRA). The Department of Environmental Protection’s (DEP) Energy Programs Office (EPO) is the designated State Energy Office for Pennsylvania. Via funding from the United States Department of Energy (DOE), the DEP EPO will receive funding to implement the HEAR Program.
The DEP EPO seeks to procure a contractor that will assist with the design and development of Pennsylvania’s HEAR Program, and oversee, either solely or with others, the implementation of the HEAR Program in accordance with HEAR Rebate Program Guidance.
Work Details
The contractor is expected to assist with the design and development of Pennsylvania’s HEAR Program, including developing an application and blueprint documents as required by DOE’s guidelines, to access the IRA funding. The contractor will also oversee, either solely or with others, the implementation of the HEAR Program in accordance with HEAR Rebate Program Guidance.
The approved PA HEAR Program will provide financial incentives in the form of rebates to residents of single family homes, owners of single family homes, tenants within multifamily buildings, and owners of multifamily buildings across Pennsylvania for specific electric appliances as described in the DOE guidance. The delivery method for provision of the rebates is to be during the point of sale for the materials and appliances.
Period of Performance
The design period for this program will be no longer than three (3) months. After the program opens and DOE approval occurs, the contractor selected by this procurement will have the responsibility to implement the program after program start with an option for renewal. The option to renew the selected contractor each year will be available for the duration of the funding availability.

The geographic location(s) for this contract will be across Pennsylvania.
