Highway Truck & Equipment Repairs

Background
Luzerne County is seeking proposals from qualified companies for Highway Truck & Equipment Repairs. The contract is issued by the Luzerne County Purchasing Department for the Road & Bridge Department, which is responsible for maintaining and repairing county infrastructure.

Work Details
The vendor will perform maintenance and repairs on heavy highway diesel and/or gas equipment, including trucks, gradalls, graders, brooms, backhoes, trailers, and other smaller equipment used to repair roads and bridges. The vendor must provide all towing, labor, tools, equipment, parts, and facilities necessary for repairs. Additionally, the vendor will conduct PA State Safety and Emission Inspections with certified mechanics. An estimate of costs must be provided prior to repairs, with the County having the option to negotiate or decline services. Specific services include:

1. PA State Safety Inspection (10 vehicles estimated)
2. PA State Emission Inspection (10 vehicles estimated)
3. Shop Service (diagnosis at hourly rate; materials as per approved estimate)
4. Road Service (diagnosis at hourly rate; materials as per approved estimate)

Period of Performance
The contract will be for two (2) years from the date of contract award, with an anticipated start date of July 12, 2025.

Place of Performance
Services will be performed at all vendor advertised service locations and on-road service calls throughout Luzerne County.

Bidder Requirements
Bidders must be recognized dealers in the specified materials/services and capable of advising on their application or use. They must submit a complete response including a cost proposal sheet and provide documentation such as certificates of insurance and business licensure. Vendors are required to maintain specific insurance coverage amounts: $1 million for commercial automobile liability and general liability; $5 million for professional liability; $1 million for workers' compensation.
