Background
The Port Authority of Allegheny County, operating as Pittsburgh Regional Transit (PRT), is seeking proposals for the procurement of a Handheld Spectrum Analyzer. The agency has recently implemented an eBusiness system to streamline its procurement processes, allowing contractors to submit bids electronically. This solicitation aims to furnish and deliver a specific model of spectrum analyzer that meets the operational needs of the agency.

Work Details
The contract requires the delivery of one (1) Handheld Spectrum Analyzer, specifically the Site Master MS2089A model manufactured by Anritsu or an approved equal. The analyzer must include software, options, and accessories as specified in the attached documents. Key specifications include:

- Frequency range: 5 kHz to 4 GHz
- Dynamic Range: >105 dB in 1 Hz RBW
- DANL: –167 dBm with preamp on
- Sweep Speed: 45 GHz/s
- Built-in Preamplifier and PDF/HTML report generator
- Warranty: Three years for the analyzer and accessories, one year for the battery.

Delivery must occur within sixty (60) calendar days from the Notice to Proceed.

Period of Performance
The period of performance for this contract is six (6) months from the date of Notice to Proceed.

Bidder Requirements
Bidders must provide a completed Bidder Information Sheet and a signed Certification Regarding Lobbying form at the time of bid submission. The contractor is required to maintain specific insurance coverage including Workers' Compensation and Employer's Liability, Commercial General Liability, and Business Automobile Liability as outlined in the solicitation documents.
