Griffin Craig Red Shale Bonnie 2026 Paving Project #1

Background
The Elmhurst Township Board of Supervisors is issuing a solicitation for the 2026 Paving Project, which encompasses four distinct projects aimed at improving local road infrastructure.
The project is part of the township's ongoing efforts to maintain and enhance transportation facilities within its jurisdiction.
The contract will be awarded based on bids received online, with all relevant documents available at no cost through PennBid.

Work Details
The contractor will be responsible for furnishing and delivering all materials and performing all work as specified in the Schedule of Prices and accompanying drawings.
The scope includes:
1. Paving of T-727 Craig Street with approximately 178 tons of Superpave Scratch/Leveling Course and 355 tons of Superpave Wearing Course.
2. Paving of T-720 Bonnie Street with approximately 79 tons of Scratch/Leveling Course and 159 tons of Wearing Course.
3. Paving of T-719 Red Shale Street with approximately 78 tons of Scratch/Leveling Course and 156 tons of Wearing Course.
4. Paving of T-713 Griffin Road with approximately 530 tons of Wearing Course and 95 tons of Crushed Aggregate for shoulder backup.
All paving must comply with PennDOT Specifications Form 408, including milling, sealing joints, and possibly installing roll bituminous curb as incidental work.

Period of Performance
The contractor is expected to begin work upon receiving the notice to proceed and must complete all work by October 31, 2026.
Liquidated damages will be assessed at $875 per calendar day for any delays beyond this date.

Place of Performance
The work will take place within Elmhurst Township, Lackawanna County, Pennsylvania, specifically on Craig Street, Bonnie Street, Red Shale Street, and Griffin Road.

Bidder Requirements
Bidders must be prequalified by PennDOT for Work Class Code 'F' Bituminous Paving.
A certified check or bid bond in the amount of 10% is required as a proposal guarantee.
Successful bidders must provide a Performance Bond and Payment Bond each equal to 100% of the contract price within 20 days after contract award.
Compliance with Pennsylvania's prevailing wage laws is mandatory.
