Background
The Urban Redevelopment Authority of Pittsburgh (URA) is seeking qualified multidisciplinary consultant teams to conduct a comprehensive analysis aimed at improving safety, visibility, and experiential quality in Pittsburgh’s Golden Triangle and adjacent Greater Downtown neighborhoods, including the Strip District, North Shore, South Shore, Uptown, and Hill District.
The URA's mission is to foster economic development that promotes housing affordability, economic mobility, entrepreneurship, and neighborhood revitalization.
Work Details
The selected consultant will conduct a rigorous, data-informed assessment of existing lighting and environmental conditions across varying times of day. The analysis will identify locations with diminished visibility and perceived safety concerns where light and art can enhance the sense of place.
The scope includes:
1) Site Identification and Analysis - Identify site-specific locations through field observations; assess existing lighting conditions and pedestrian volumes.
2) Community Engagement - Conduct surveys and interviews with stakeholders; engage local students in data collection.
3) Evaluation and Reporting - Measure usage of illuminated corridors; provide recommendations for scaling improvements; include best practices for activating spaces with light and art.
4) Deliverables include conceptual lighting recommendations, site inventory analysis, priority opportunity maps, community engagement summaries, implementation frameworks, and best practices reports.
Period of Performance
The contract will commence upon selection of the consultant team following the proposal submission deadline on April 27, 2026.

The work will be performed in Greater Downtown Pittsburgh neighborhoods including the Golden Triangle, Strip District, North Shore, South Shore, Uptown, and Hill District.
Bidder Requirements
Proposals should demonstrate a strong understanding of public realm safety, human-scale lighting design, creative placemaking, interdisciplinary collaboration, and include local partnerships. Preference will be given to proposals that include local development partners and MWBE partners.
