Background
The City of Pittsburgh Office of Management and Budget, on behalf of the Office of Immigrant and Refugee Affairs, is seeking a consultant or consultant team to explore opportunities to establish a new external program that will cultivate closer relations with other sister and partner cities.
The goal is to focus on cooperative activities that enhance pathways for youth, economic benefits, and mutual exchanges in areas of learning, thereby making the city safer and more welcoming for residents.
The Sister Cities program was previously managed by a non-profit organization which ceased operations in 2023 due to funding issues, prompting the City to take over its operational duties. This initiative aims to revitalize international relationships while aligning with goals of environmental justice, racial justice, and social equity.
Work Details
The contractor will be responsible for:
- Overall project execution and management of existing sister & partner city relationships.
- Responding to inquiries from both existing and potential sister cities.
- Planning and executing delegations from sister cities to Pittsburgh.
- Coordinating with communications teams for media-related activities.
- Developing a strategic plan for reorganization under a new brand, including a sustainability strategy focusing on diversified funding.
- Conducting an audit of existing relationships for alignment with new frameworks.
- Tracking and reporting on relationships with current and potential partners.
- Participating in monthly meetings with City representatives to provide updates.
Period of Performance
The contract will be performed over a six-month period.

The services will primarily be performed in Pittsburgh, PA.
