Background
The Department of General Services (DGS) is soliciting quotes for a Guaranteed Energy Savings Project aimed at enhancing energy efficiency through the installation of energy or water conservation measures, upgrades, and optimal operation and maintenance procedures.
The project will be implemented on an energy performance contract basis, with the goal of achieving a return on investment of less than 18 years while ensuring that savings or guarantees offset the project costs for the Commonwealth.
Work Details
The project involves a full range of energy services and energy-related capital improvements (energy conservation measures or ECMs) without initial capital costs. ECMs may include design, acquisition, installation, modification, maintenance, and training related to existing and new equipment.
Specific areas targeted for improvement include:
- Heating, ventilation and air conditioning systems
- Lighting systems
- Control systems
- Building envelope enhancements
- Hot water systems
- Water consumption reduction
- Sewage cost management
- Fuel switching strategies
- Demand-side management initiatives
- On-site generation solutions
- Utility bill auditing processes
- Utility rate changes
- Distribution upgrades.
The contractor must guarantee minimum energy savings linked to actual documented reductions in energy consumption and costs.
Period of Performance
The contract period will commence upon the effective date established after all required signatures are obtained. The recovery of contract costs from energy savings over the term shall not exceed 18 years.
Place of Performance
The project will be conducted at the Commonwealth Technology Center located at 1 & 5 Technology Park in Harrisburg, Pennsylvania.
Bidder Requirements
Only Offerors qualified on the GESA ITQ list are eligible to submit quotes. Offerors must comply with the Public Works Employment Verification Act and meet Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals.
Additionally, bidders must provide proof of insurance covering hazardous materials liability as well as performance and payment bonds amounting to 100% of the awarded contract.
