Flooring Materials, Installation and Removal

Background
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting bids for flooring materials, installation, and removal. This initiative aims to enhance public infrastructure through the provision of quality flooring solutions.

Work Details
The contractor will be responsible for providing flooring materials, as well as the installation and removal of existing flooring. Specific tasks include:

1) Supplying various types of flooring materials as specified in the contract;
2) Removing old flooring materials safely and efficiently;
3) Installing new flooring materials according to industry standards and specifications;
4) Ensuring compliance with Pennsylvania Prevailing Wage Determination Rates as outlined in the attached documentation.

Period of Performance
The contract period is from May 1, 2026, through April 30, 2028, with two one-year options to renew.

Place of Performance
The work will be performed at various locations within Pittsburgh, Pennsylvania as designated by the City.

Bidder Requirements
Bidders must demonstrate good faith efforts to include Disadvantaged Business Enterprises (DBE), specifically Minority-Owned Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), LGBTQIA+ Owned Business Enterprises, and Veteran-Owned Small Businesses in their proposals. The City has set participation goals of at least 18% for MBEs, 7% for WBEs, 5% for Veteran-Owned Small Businesses, and 3% for LGBTQIA+ businesses. Bidders must also submit a completed Statement of Affiliations and comply with all insurance requirements outlined in the contract.
