Description

It is the intent of the City of Philadelphia to make an award for Filter Media (Anthracite Coal) for the Philadelphia Water Department as specified herein during the contract period. All quotes must be submitted through PHL Contracts no later than 10:30am on the date that the related bid opens. Quote will not be accepted after the bid opening. It is the seller's responsibility to ensure that the quote is submitted in a timely fashion.
Background
The City of Philadelphia, through its Procurement Department, is issuing this Invitation and Bid Solicitation for the provision of Filter Media (Anthracite Coal) specifically for the Philadelphia Water Department (PWD).
The goal is to secure a reliable supply of high-quality anthracite coal that meets specified standards during the contract period.

Work Details
The successful bidder will supply 150 tons of anthracite coal with the following specifications:
- Hardness greater than 2.7 on the Mohs Scale
- Specific gravity greater than 1.4
- Acid solubility less than 5%
- Effective size of 0.90-0.99 mm
- Uniformity coefficient not exceeding 1.4.
All materials must conform to AWWA Standard B100-09. Deliveries must be made in bulk bags holding approximately one cubic yard of coal, with pallets provided and bottom discharge capability for flow regulation. Potential delivery points include Queen Lane Water Treatment Plant, Baxter Water Treatment Plant, and Belmont Water Treatment Plant.

Period of Performance
The contract term begins upon award and lasts for twelve (12) months, with an option to renew for up to four (4) additional one-year periods at the City's discretion.
The City may also extend the contract for up to three (3) months at the beginning of each renewal period or after all renewal periods have expired to prevent a lapse in coverage.

Place of Performance
The contract will be performed within the City of Philadelphia, specifically at designated water treatment plants including:
- Queen Lane Water Treatment Plant (3545 Fox Street)
- Baxter Water Treatment Plant (9001 State Road)
- Belmont Water Treatment Plant (4300 Ford Road).
