Description

This product will be used by aircraft to help extinguish wildfires throughout the Commonwealth of Pennsylvania.*Please note that this is a no substitute solicitation. FIRE ICE-HVO is the only acceptable product due to the infrastructure currently in place at both Tanker Bases
Background

This product is essential for aircraft operations aimed at extinguishing wildfires throughout the Commonwealth of Pennsylvania. The solicitation emphasizes that FIRE ICE-HVO is the only acceptable product due to existing infrastructure at Tanker Bases, making it incompatible with any other products.

Work Details
The contractor is required to deliver a minimum of 1 pallet and a maximum of 3 pallets of FIRE ICE-HVO gel. Each pallet must contain 48 pails, with each pail weighing 40 lbs. The product specifications include:

- Factory mixed, one-part, fugitive, orange-colored water enhancer gel that is easily visible from aircraft and ground crews.
- Reliable mixing ability in inclement and freezing weather.
- Ability to be stored in freezing conditions without additional effort for mixing.
- Non-corrosive and safe for all equipment, including ground-based apparatus.
- Safe for spills on asphalt without causing damage.
- Unused product concentrate must be reusable when properly stored in resealable, recyclable buckets.
- Must consist of fine powder granules not exceeding 300 microns to ensure homogeneous gel formation.
- Hydrates instantly upon mixing with water without expanding during flight.
- Compatible with other fire chemicals like Class A Foam and Long-Term Retardant without negative effects.
- Non-hazardous for transport and disposal.

Additionally, the vendor must provide a 24-hour emergency contact number and ensure delivery within specified timeframes during emergencies.

Period of Performance
The contract will commence upon execution and terminate on December 31, 2025. There is an option to renew the contract for four additional one-year terms until December 31, 2029.

Place of Performance
Deliveries will primarily be made to Hazleton Airport located at 5174 Old Airport Rd, Hazleton, PA 18201, and Mid-State Regional Airport at 451 Airport Rd, Philipsburg, PA 16866. Shipping may also occur to various Commonwealth DCNR offices as noted in the Purchase Order.
