Description
Background
SEPTA is the sixth-largest transit agency in the United States, serving a five-county region in southeastern Pennsylvania. The agency operates hundreds of routes, stations, depots, and facilities while supporting a large, distributed frontline workforce operating on a 24/7 basis.
SEPTA is expanding the use of corporate-owned mobile devices to enhance frontline operations, safety, and service delivery. This requires a secure, scalable, and operationally resilient Unified Endpoint Management (UEM) managed services model that does not rely on SEPTA staff for day-to-day execution.
Work Details
The contract involves providing end-to-end, fully outsourced UEM managed services for corporate-owned iPad devices used by SEPTA’s frontline workforce. Key capabilities required include:
1) End-to-end ownership of device lifecycle management including procurement, enrollment, deployment, support, refresh, and decommissioning;
2) Operating UEM platforms in a 24/7 mission-critical transit environment;
3) Providing direct Service Desk support to frontline users;
4) Managing cellular service providers on behalf of SEPTA;
5) Enforcing cybersecurity and Data Loss Prevention (DLP) controls;
6) Integrating operational activity with SEPTA’s IT Service Management (ServiceNow) platform;
7) Supporting geographically distributed operations including depots and major people centers.
Period of Performance
The Expression of Interest (EOI) was issued on April 9, 2026. The deadline for submission of EOI responses has been extended to May 15, 2026.
Place of Performance
The services will be performed across SEPTA's operating footprint in southeastern Pennsylvania.
Bidder Requirements
Firms must demonstrate experience delivering fully outsourced UEM services in large public-sector or critical infrastructure environments. They should also have experience supporting frontline workforces at scale (1,000+ devices preferred). Vendors must provide company information including years of experience in managed mobility or UEM services and relevant case studies.
