Description
Background
SEPTA, the sixth-largest transit agency in the United States, serves a five-county region in southeastern Pennsylvania. The agency operates hundreds of routes, stations, depots, and facilities while supporting a large, distributed frontline workforce that operates 24/7. SEPTA is expanding its use of corporate-owned mobile devices to enhance frontline operations, safety, and service delivery. This requires a secure and scalable Unified Endpoint Management (UEM) managed services model that does not rely on SEPTA staff for daily execution.
Work Details
SEPTA is seeking qualified firms to provide end-to-end, fully outsourced UEM managed services for corporate-owned iPad devices used by its frontline workforce. The services required include:
1) End-to-end device lifecycle management including procurement, enrollment, deployment, support, refresh, and decommissioning;
2) Operation of UEM platforms in a 24/7 mission-critical environment;
3) Direct Service Desk support for frontline users;
4) Management of cellular service providers including lifecycle and cost governance;
5) Enforcement of cybersecurity measures and Data Loss Prevention (DLP) controls;
6) Integration with SEPTA’s IT Service Management platform (ServiceNow);
7) Support for geographically distributed operations including depots and major people centers.
Period of Performance
The Expression of Interest (EOI) is due by May 8, 2026. The period of performance will be determined following the potential issuance of a Request for Proposal (RFP).
Place of Performance
The services will be performed across SEPTA’s operating footprint in southeastern Pennsylvania, including various depots, yards, stations, and major people centers.
Bidder Requirements
Firms must demonstrate expertise in delivering fully outsourced UEM services in public-sector or critical infrastructure environments. They should have experience supporting large frontline workforces with over 1,000 devices. Additionally, bidders must provide company information including years of experience in managed mobility or UEM services and relevant case studies from public-sector or transit environments.
