Emergency Medical Services

Background
The City of York, Pennsylvania, is seeking proposals for full-time emergency medical services (EMS) and necessary dispatching to operate these services 24 hours a day, 7 days a week. The city has a population of approximately 43,762 and covers an area of 5.5 square miles. The current contract with a private ambulance company is set to expire on December 31, 2025. The City aims to secure a new contract for a duration of five years.

Work Details
The contractor will provide the following services:
- Full-time emergency medical services (EMS) operating 24/7.
- Ambulances stationed within city limits.
- Advanced Life Support (ALS) and Basic Life Support (BLS) services.
- Response to 90% of dispatched calls within specified time frames: six minutes for Class I & II calls and fifteen minutes for Class III calls.
- Standby services at police and fire events as well as city-sponsored events at no cost to the city.
- Transport of city personnel (up to 12 times per year) at no cost.
- EMS continuing education for City Fire personnel.
- Replacement of medical supplies used by City Fire Department personnel during EMS calls.
- Monthly and annual reports detailing service activity and compliance with performance metrics.
- Compliance with all applicable federal, state, and local laws and regulations.

Period of Performance
The contract will be effective from January 1, 2026, for a period of five years.

Place of Performance
Services will be performed within the City of York, Pennsylvania.

Bidder Requirements
Bidders must provide evidence of licensure to operate as an EMS provider in Pennsylvania. They must demonstrate experience in providing similar services to other municipalities and submit three references from such municipalities. Additionally, bidders are encouraged to include Small Diverse Businesses as subcontractors.
