Earl Township Hill Road Storm Sewer Project

Background
The Earl Township Board of Supervisors is seeking bids for the Hill Road Storm Sewer Project, which aims to improve stormwater management in the area. Work Details
The scope of work includes:
- Installation of 649 linear feet (LF) of 24-inch HDPE pipe
- 26 LF of 15-inch HDPE pipe
- 6 Type 1 M-Top Inlet boxes
- 2 endwalls
- Pavement restoration
- Swale grading
- Other incidental work as specified in the Bid Documents.

- Type 1 Inlet Boxes (6 units)
- Standard Type M Inlet Tops with Bicycle Safe Grates (6 units)
- Stone backfill for HDPE pipes
- Pavement restoration (110 square yards)
- Removal of existing pipes (89 LF)
- Swale grading along roadside (317 square yards)
- Driveway restoration at 36 Hill Road
- Seeding, matting, and stabilization of disturbed areas
- Traffic control measures
- Installation of compost filter socks and inlet protection measures.

Period of Performance
All work must be completed by October 31, 2026. Liquidated damages will apply at a rate of $500 per calendar day for delays beyond this date.

Place of Performance
The project will take place on Hill Road between 36 Hill Road and Alder Lane in Earl Township, Berks County, Pennsylvania.

Bidder Requirements
Bidders must submit a certified check or bank draft payable to Earl Township or a satisfactory bid bond equal to ten percent (10%) of the bid amount. Required documents include a workman’s compensation affidavit, proof of insurance, CDL compliance certificate, public works verification form, and an anti-collusion affidavit. A performance bond or certified check for 100% of the contract price is required within 20 days after contract award. Bidders must comply with Pennsylvania Prevailing Wage Rates.
