DSA- FD12- Francis Road

Background
The Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR), Tiadaghton State Forest, Forest District 12, is seeking services to deliver, paver-place, and compact approximately 3,600 tons of limestone Driving Surface Aggregate (DSA) to Francis Road in Potter and Tioga Counties.
This project aims to enhance the road infrastructure within the state forest area.

Work Details
The contractor will be responsible for the following tasks:
1. Delivering approximately 3,600 tons of limestone DSA to Francis Road.
2. Paver-placing the aggregate using a fully functioning track-mounted motor paver capable of spreading stone to a width of 12 to 18 feet in a single pass and creating a ½ inch per foot (4%) crown in the surface.
The material must be placed in a single loose lift of 6 inches.
3. Compaction of the material to an average finished depth of six inches using a minimum 10-ton static or 20-ton vibratory double-steel drum roller.
Compaction must achieve at least 95% of dry-mass density as determined by ASTM D698.
4. The contractor must create a project-specific pile of compliant DSA equal to the total requested tonnage, available for testing at least 45 days prior to contract end date.
5. Delivery rates should be between 120 to 175 tons per hour, with no deliveries before 7:00 AM or after 5:00 PM.

Period of Performance
The contract will commence upon receipt of Purchase Order and terminate on June 30, 2025.

Place of Performance
Francis Road in Potter County, Stewardson Township/Tioga County, Elk Township.

Bidder Requirements
Bidders must provide a signed acknowledgment of DCNR DSA specifications or a quarry letter of intent if not producing the DSA themselves.
Additionally, bidders must submit a Reciprocal Limitations Act form listing the state of manufacture for supplies procured and a Worker Protection and Investment Certification Form confirming compliance with Pennsylvania labor laws.
