DGS Underground Storage Tank Testing

Background
The Department of General Services (DGS), on behalf of the Bureau of Facilities’ Maintenance, Fire Safety Environmental Division (BFM, FSED) is issuing this Invitation for Bids (IFB) in order to procure testing, inspection, repair, and modification services for eleven (11) existing Underground Storage Tanks (UST) located within the Commonwealth’s Capitol Complex in Harrisburg, Pennsylvania. Services are required to maintain compliance with the Commonwealth’s Department of Environmental Protection (DEP). Of the eleven (11) tanks, there are ten (10) fuel storage tanks that supply fuel for emergency generators, and the fuel island and one (1) Sodium Nitrate (chemical) underground storage tank that supports the water treatment system for the central heating and cooling plant.

Work Details
The Commonwealth is seeking bids to procure the services set forth in the attached document entitled 'Statement of Work.'
The services include testing, inspection, repair, and modification services for eleven existing Underground Storage Tanks located within the Commonwealth’s Capitol Complex in Harrisburg, Pennsylvania. The tanks include ten fuel storage tanks supplying fuel for emergency generators and one Sodium Nitrate underground storage tank supporting the water treatment system for the central heating and cooling plant. The Contractor shall proceed with all due diligence in the performance of the services with qualified personnel, in accordance with the completion criteria set forth in the Contract.

Period of Performance
The term of the Contract created by the issuance of the Purchase Order shall commence on the Original PO Effective Date printed on the Purchase Order after it has been fully executed by the Commonwealth.
Subject to other provisions of the Contract, it shall end on completion and acceptance of awarded items, expiration of any specified warranty and maintenance period, payment by the Commonwealth for received items, or any Expiration Date identified in the Purchase Order.

The geographic location for performance is within the Commonwealth’s Capitol Complex in Harrisburg, Pennsylvania.
