Crack & Joint Sealing Materials

Background
This Invitation for Bid (IFB) 6100063267 is issued by the Pennsylvania Department of General Services (DGS) to fulfill the requirements of Commonwealth agencies for Crack and Joint Sealing Materials.
The primary user of this contract will be the Pennsylvania Department of Transportation (PennDOT), with Local Public Procurement Units (COSTARS) also eligible to utilize this contract under the COSTARS Provision.

Work Details
The contract encompasses the provision of Crack and Joint Sealing Materials, which must comply with the specifications outlined in Pub. 408 and its supplements.
Suppliers are required to furnish materials that meet specific criteria, including pre-approval from PennDOT as per Bulletin 15.
The minimum order quantity is set at 5,000 lbs, and suppliers may accept smaller orders at their discretion while passing on shipping costs.
Packaging must adhere to one of two acceptable methods:
1) Individual boxes of sealant palletized into shipping units or
2) Completely meltable packages interlock stacked on pallets.
Each shipment must include a Certificate of Compliance using PennDOT Form CS-4171, confirming that products meet specifications.

Period of Performance
The contract will commence no earlier than July 1, 2025, and will expire on June 30, 2027.

Place of Performance
The geographic location for performance includes all Commonwealth ordering locations within Pennsylvania.

Bidder Requirements
Bidders must have an active DGS Certified Small Business certification and complete various attachments with their electronic bid submission, including a State of Manufacture Chart, Supplier Information Form, Product Information Form, and others as specified.
Additionally, manufacturers and products must be pre-approved by PennDOT to be eligible for award.
