Correctional Healthcare Staffing and Services

Background
The Pennsylvania Department of Corrections (DOC) is seeking proposals for comprehensive medical and psychiatric services for incarcerated individuals. The goal is to provide health care services equivalent to those available to the public, ensuring that all individuals in custody receive necessary medical and psychiatric care. This RFP aims to replace existing contracts for Health Care Services and Psychiatric Staffing.

Work Details
The RFP consists of three lots:

1. Lot 1 - Health Care Staffing and Services: This includes providing medical services across all correctional institutions, including physician services, nursing, medical records staffing, and dialysis unit staffing at specific facilities.

2. Lot 2 - Psychiatric Staffing and Services: This involves providing psychiatric services across all correctional institutions, including specialized units for mental health commitments.

3. Lot 3 - Comprehensive Health Care Services: This encompasses all services outlined in Lots 1 and 2, allowing for a comprehensive approach to health care staffing and services.

Period of Performance
The contract will commence upon execution and will last for five years, with an option for three additional one-year renewals.

Place of Performance
Services will be provided at various locations including 22 State Correctional Institutions (SCIs), one Inpatient Forensic Treatment Center (FTC), two Inpatient Mental Health Units, three Skilled Care Units, two Personal Care Units, and one Neurocognitive Care Unit within Pennsylvania.

Bidder Requirements
Offerors must meet Small Diverse Business (SDB) participation goals of 9% for Lot 1 and Lot 3, and a Veteran Business Enterprise (VBE) participation goal of 3% for the same lots. There are no set goals for Lot 2. Offerors must submit a separate proposal for each lot they wish to bid on.
